Kestrel Technology Group is a Prime contract holder of the General Service Administration (GSA) 8(a) Streamlined Technology Acquisition Resource for Services III (STARS III) Government Wide Acquisition Contract (GWAC).

GSA Stars III

Offered exclusively to certified 8(a) prime contractors, this contract is a multi-award, Indefinite Delivery / Indefinite Quantity (IDIQ) contract to provide information technology (IT) services and IT service-based solutions across multiple task orders.

With a ceiling of $50,000,000,000, GSA STARS III is one of the largest GWACs offered to 8(a) small businesses.

Work under this contract will occur over a 5 year base period with three additional option years, and will cover a wide range of IT-focused functional areas, including Custom Computer Programming Services, Computer Systems Design Services, Computer Facilities Management Services, Other Computer Related Services, Data Processing, Hosting, And Related Services, Emerging Technology-focused IT Services. Our award also qualifies us to perform under the Emerging Technology-Focused IT Services scope sub-area, which encompasses IT services-based solutions which involve emerging technology innovation to securely accelerate transformation and advance mission outcomes.

  • Access to exceptionally qualified 8(a) small business industry partners.
  • Directed task orders up to $4.5M, under the competitive threshold per FAR 19.804-6. The rationale at FAR 19.804-2(a)10, (i) or (ii), is germane to directed orders. While some sole source is flagged as “high risk,” that is not the case with 8(a) directed orders.
  • Contract types include: Fixed-Price Family (FAR 16.2), Time & Materials (FAR 16.6), Labor-Hour (FAR 16.6), Hybrid blends, and Incentives (FAR 16.4).
  • Permits other direct costs to include ancillary services and/or equipment that the Government determines to be integral and necessary to the IT services-based solution.

SeaPort-NxG

SeaPort-NxG is the Navy’s electronic platform for acquiring support services in 23 functional areas including Engineering, Financial Management, and Program Management.

The Navy Systems Commands (NAVSEA, NAVAIR, NAVWAR, NAVFAC, and NAVSUP), the Office of Naval Research (ONR), Military Sealift Command (MSC), and the United States Marine Corps (USMC) compete their service requirements amongst 2400+ SeaPort-NxG Indefinite Delivery Indefinite Quantity (IDIQ) multiple award contract holders. Simply stated, SeaPort-NxG provides an efficient and effective means of contracting for professional support services and enhancing small business participation.

SBA 8(a)

Sections 7(j)(10) and 8(a) of the Small Business Act (15 U.S.C. §§ 636(j)(10) and 637(a)) authorizes the U.S. Small Business Administration (SBA) to establish a business development program, which is known as the 8(a) Business Development program. The 8(a) program is a robust nine-year program created to help firms owned and controlled by socially and economically disadvantaged individuals.  SBA partners with federal agencies to promote maximum utilization of 8(a) program participants to ensure equitable access to contracting opportunities in the federal marketplace. Once certified, 8(a) program participants are eligible to receive federal contracting preferences and receive training and technical assistance designed to strengthen their ability to compete effectively in the American economy.

The 8(a) certified companies are eligible to compete for the program’s sole-source and competitive set-aside contracts. The government authorizes sole-source contracts to 8(a) participants for up to $7 million for acquisitions assigned manufacturing North American Industry Classification System (NAICS) codes and $4.5 million for all other acquisitions. Entity-owned 8(a) program participants are eligible for sole-source contracts above these thresholds, but the Department of Defense requires approval of a formal justification if the 8(a) sole-source contract exceeds $100 million; all other federal agencies require approval for sole-source 8(a) contract actions that exceed $25 million.

8(a) program participants are eligible to compete for contract awards under other socio-economic programs or small business set-asides they qualify for.
